[Building Sakai] Jira upgrade complete

Hi Sakai-dev,

Jira has been upgraded to 6.3  . I don't think the Git Commits formatting
has been improved in the new version (other plug-ins may be available) and
I'm getting an error that looks like it might not be hooked up to
Crucible.  I've pinged Wush to see what their suggestions are. Everything
else looks fine to me so far. The "Agile" board functionality now is
integrated more closely with the issue view, which might be confusing
because to-date we haven't been using this functionality (as a team,
anyway).

Other than that, please feel free to test and let me know if you find any
issues. I haven't looked at the Jira 6.3 release notes (but I will), and
there seems to be a new Trigger feature that looks interesting.
