[Building Sakai] Add roster button missing

Hello All,

Currently instructors in course sites are unable to see the "Add Roster" button and I am trying to figure out what is required for it to show. As an administrator I can see it. Below you can see the button I am talking about. We are trying to use the Course Management API (Sakora CSV), however it is not much use if professors can't add rosters to their courses. We have Sakai 10.0 currently installed.
