[Building Sakai] sakai 10.2 WebDAV not working on both Mac and Windows

Well because of the

If you're running regular Sakai 10.2 or earlier you can't upgrade past
Tomcat 7.0.55.
If you want to run newer versions of tomcat, update the dav tool or update
to Sakai 10.3 (or soon 10.4)

If you have the patch to SAK-28004 then you should be able to use any
version as then dav is no longer tied to Tomcat.

Are there any errors in the logs? Does running it with Tomcat 7.0.55 work?
