[Building Sakai] Notification Level copying resources

Hi All,

We are having doubts about thenotification levels that must be applied 
in the copy action of resources tool. Now is set to NOTI_OPTIONAL, but 
maybe the user should choose the notification level when performs the 
action. We would like someone take a look to this JIRA 
https://jira.sakaiproject.org/browse/SAK-26000 and express your opinion.
