[Building Sakai] ckedit v4.4.5 (SAK-27960)

We had planned to merge the 4.4.3 (SAK-27572) and 4.4.5 (SAK-27960)
CKEditor updates back into 10.x. I think they were both recently verified,
just waiting on the merge.
