[Building Sakai] Can't enable feedback elements?

I have a Samigo test which has been published, and it isn't possible to
select any of the items to release. No matter what I select under "Feedback
Delivery", all options under "Release Questions and the following" remain
disabled. Has anyone seen this? I'm using Sakai 2.9.2.
