[Building Sakai] Content.quota exceeded, causes connection reset browser error (Sakai 10.1)

Good day.

We have recently set the content.quota properties in order to increase the
attachment limit for assignment submission as follows:
content.quota.course=20M
content.quota.project=20M

This has raised the file size limit, however when a file larger than this
limit is uploaded, a "The connection was reset" browser error message is
displayed. When the back button is clicked on the browser it displays
the  "Alert:
The upload size limit of 20 MB has been exceeded." alert.

Has anyone experienced something similar or is this as a result of using
content.quota instead of something more suitable to the requirement. (Of
which I am not aware.)
