[Building Sakai] 10.x Minimal Build

It seems there is no longer a café or framework build option for 10.x. Does anyone know which tools I can safely remove from the build and which ones are necessary? I'd like to have a minimal build to develop with though I'm not 100% sure which tools require which other tools to work. I would still like to create users and sites. The confluence install docs for 10 still mention them as an option but maven does not seem to recognize the flags.

I'm also wondering if there is a good way of searching the mailing list archives.
