[Building Sakai] Samigo default setting

Right, if you go into a Test and Quizzes tool as admin and click
"Assessment Types" these are the types that are populated by this file by
default. The Default one is "Defualt Assessment Type" and the data is put
into SAM_ASSESSMETADATA_T. An admin should be able to change the defaults
in the UI which would affect all users. You can also edit them in the
database if you want.

When an instructor creates them, they can create an optional type, which
would choose one of these templates as the default. I think this is what
you're referring to, the types in the database.
