I should have specified, these are LDAP users so I guess that jira will
not apply.
Thanks for the ideas Steve. Indeed, using the tutorial may not be the
way to go. A new portal vm (or modification to the existing templates)
seems like it would be best. They don't seem too worried about people
being able to get around it (just having it nag every login until the
user accepts), but we still have to nail down the specifics.
Seems to me like accepting the code of conduct could just be implicit
when a student registers or attends courses, but I guess this could be a
neat feature to be able to prove that a student affirms having read it
(even though they still haven't).
