[Building Sakai] Code of conduct popup

You probably don't need to hijack the tutorial code,  just check the
property in the portal and show the page/overlay.

What if they don't accept?

property that prevents it from coming back into the database when the user
has checked the box to say that they've accepted.

Any reason we should avoid this approach or other ideas?
