[Building Sakai] HTML editor isn’t appearing in the Customize Site Info Display of a site

It is occurring on all levels:  my dev environment, our QA (Test) environment and the production side

Firebug is saying:

ReferenceError: sakai is not defined

For:

<script type="text/javascript" defer="1">sakai.editor.launch('description', { height: '300', width: '99%', toolbarSet: 'largecompressed' } );</script>

It's pretty difficult to debug without more info.  Have you used a client-side debugger like Firebug to see if there are any JS errors?  Any errors in your catalina.out?

Can you replicate the issue on a public QA server?  If not, then it's most likely an issue with a local customization.
