[Building Sakai] HTML editor isn’t appearing in the Customize Site Info Display of a site

It's pretty difficult to debug without more info.  Have you used a
client-side debugger like Firebug to see if there are any JS errors?  Any
errors in your catalina.out?

Can you replicate the issue on a public QA server?  If not, then it's most
likely an issue with a local customization.
