[Building Sakai] add custom site types without deploy

Hello,

I was wondering if there is a way to get custom site types into Sakai 
without deploying it. I know how to do it when it is deployed, but on 
the 'adding a site type' [0] in the wiki it indirectly states that it 
should be possible without deploying. I would really appreciate any 
information on this topic.
