I believe it is SAK-16600<https://jira.sakaiproject.org/browse/SAK-16600> that groups LTI tools under "Plugin Tools" in Sakai 10.0 version.

It definitely has new changes on Site-manage tool. I don’t know which SAK Jira is for it.

I'm using 2.9.3 instead of 10 so I don't have that Plugin Tools option, at least in my local version...

I did add the admin tool to the Admin site. Also I'm using the older version of LTI that came with 2.9, 1.1 (I think).

Have you first to add the ‘External tools’ at the Admin Site?  From there, you need to configure/add the external tool to the System, (which Beth has created one on the Sakai 10 nightly) and then the new external tool will be available for Site Info -> edite tools -> plugin-> tool.

I have noticed that the blti-2.1.2 is different from blti-10.0 version.

The problem I'm continuing to have is when I try to add the LTI tool through [Site Info -> External Tools -> Tools Available in System], there is no link under the Action heading to add the tool to the site. The Action box is blank.

I can successfully add tools using Lessons; however, using this method I'm unable to specify Gradebook Items even if "Allow External Tool to return grades" is checked. I'm trying all this as the admin user. I feel I'm still missing some config setting.
Any ideas? Thank you!
