[Building Sakai] sakai.basiclti.admin

Hi, Paul:

The External Tools(sakai.basiclti.admin) tool is intended to be enabled in
Admin site only.

After you add a LTI tool to system, you have two ways to add the tool to a
specific site:

1. In External Tools,  use "Add Available Tool to Site" link in "Tools
Added to Sites" panel;

or

2. In Site Info tool of the target site, add the tool.

Please attach screenshots if you cannot add LTI tool either way.
