[Building Sakai] Melete 2.9.5 for Sakai 2.9.3 Now Available

Melete 2.9.5 for Sakai 2.9.3 is now available in Sakai contrib.

This is a small maintenance release with just a few, mostly minor fixes. 

ME-1601 Address security vulnerability with import of SCORM/IMS files
ME-1604 Replace select list with checkboxes on the export UI screen
ME-1606 Clean up LTI form data and just send required parameters
ME-1607 LTI sections not connecting
ME-1589 Links in the content should be accessible to low vision individuals 
ME-1590 Fix for SAK-628 broken time in calendar
ME-1594 Fix GROUP BY to adhere to SQL standards in ModuleDB.java
ME-1595 Open insecure links in new windows automatically (Link2URL content
type)
ME-1597 Lower case last names are listed in wrong order under special access
