[Building Sakai] Signup Tool default permissions for Sakai 10

As Peter L. pointed out to me, probably we need to update our templates 
like !site.template and !group.template.course . Seems like we 
absolutely should do this. Otherwise, OOTB, an instructor won't be able 
to use the tool. I'm guessing the majority of instructors would feel 
frustrated by this.
