So if nothing is showing up in your operating system mail log, then the
mail is never leaving Sakai.  Then you need to turn up debugging on Sakai
and restart your Tomcat instance:

Turn up logging on all email-related code in Sakai and then tail your
Tomcat's catalina.out while attempting an action in Sakai that sends an
email.
