[Building Sakai] Arbic language problem in PDA/Mobile view, ???? is printing, But full-view it works fine

Dear All

I have configured sakai 2.9.3 for RTL Arbic Langauge, at database level I selected UTF-8 Encoding, using full-view  everything works fine, but when I switch to PDA mode then "????" is printing instead of Arbic characters.

I have also added/change following to server.conf
<Connector port="8080" disableUploadTimeout="true" connectionTimeout="20000" acceptCount="100" redirectPort="8443" enableLookups="false" maxSpareThreads="75" minSpareThreads="25" maxThreads="150" URIEncoding="UTF-8" maxHttpHeaderSize="8192"/>




Database is MySql innoDB and collation is utf8_bin
