[Building Sakai] Create Site Button

I think UI improvements should be the biggest priority for Sakai 11.

Canvas a both upped the ante and raised the bar at the same time.

95% of users don’t see past a nice UI assuming that response time is acceptable to exposure to bugs is very limited.

It looks like there's going to be a big push for Sakai 11 ui improvements and ease of use.  I like this idea of streamlining the user experience when creating new sites.  If you end up working on this, please create a jira and some mock ups and I can look through them for you and look at your patches.
