[Building Sakai] Create Site Button

It looks like there's going to be a big push for Sakai 11 ui improvements
and ease of use.  I like this idea of streamlining the user experience when
creating new sites.  If you end up working on this, please create a jira
and some mock ups and I can look through them for you and look at your
patches.
