[Building Sakai] Evaluation Tool Build

Greetings, so I've blown away my .m2 local repo and was doing a clean
Sakai-10 build.  The evaluation tool build is hanging:

Downloading:

It seems like this site is no longer responding.  This worked before.  Does
anyone else have a similar issue?
