[Building Sakai] Problem with "import from file" for groups

I have created a test group: G in a project site. When I try to import members from a csv file with the following single line in the file:

G,lecturer

where lecturer is a user in the site, I get:

"The file you uploaded was not readable. Please check the file is of the correct format, and try again."

What am I going wrong?
