[Building Sakai] Clog Admin Tool

Hi,

I installed the Clog tool in Sakai 2.9.3.  I read that there's a separate
Clog Admin tool for importing old Blogger and BlogWow blog posts.  But I
don't see this tool listed anywhere. I logged in to my local developer
machine as an administrator, but I don't see it listed on the Edit Tools
page.

How can I enable this tool?
