[Building Sakai] life after axis

Yeah, we see similar problems with the Axis 1 SOAP connections especially
if you attempt to connect to the web services while the Sakai node is
restarting (like with a portal).  It seems like the JWS files don't compile
correctly if they are accessed during the restart process.

I am willing to help on a CXF attempt.  If you can commit stubs, I'm happy
to jump in with some of the code transplant.
