[Building Sakai] Patch reviews

Hi Neal,

We are in the middle of refactoring the patches attached to these two issues. 
I would consider both attached patches obsolete. We should have revised 
patches attached to those tickets within a few days.

Apologies for not communicating our refactoring efforts better.
