[Building Sakai] Adding video calling to portal chat

This feature was identified on
https://jira.sakaiproject.org/browse/SAK-24197 prior to the freeze date.
There is still time to to get it into 10, if someone (you?) has time to
review it and get in before the branch is cut at Apereo Camp at the end of
this month.
