[Building Sakai] Does anyone have a locally written ContentFilter

In https://jira.sakaiproject.org/browse/KNL-629 ContentFilters were
introduced which allowed content served through /access/content to be
filtered, however the initial implementation doesn't play nicely with
ranged GETs (

I've got a patch to fix this, but it's effectively a re-write of the API
which would mean any local implementations of ContentFilter would need
re-writing.
