[Building Sakai] LTI - External Tools button missing in Site Info

Hi -

    I'm testing LTI 2.1.2 on a 2.9.x Sakai, and the "External Tools" 
button does not show in Site Info. I see it in my 2.1.0 version of LTI.  
Is there a property that might be missing that would cause this to 
happen ?  If the tool is stealthed, would this happen ?
