[Building Sakai] Git tab in Jira is now functional

Hi Sakai-dev,

Our Jira system is now linked to the Git repository and you will see
commits in the Git tab on Jira issues.

We are upgrading Jira probably Friday evening so that the formatting will
be nicer (plus, good to keep relatively up-to-date for other reasons). I'll
keep you posted.
