[Building Sakai] qa10/nightly2 config

Probably 8081, which is Sakai 10.x nightly, is just using the default
properties. If you download the source that is pretty easy to find:
default.sakai.properties .

QA10 used to show which properties were set. Maybe Longsight can jump in if
they have a minute. (The person who usually manages that server is on
vacation though.)
