[Building Sakai] Change the Sakai CLE release date policy ?

In France, it is not easy, we have several organizations (University) that use Sakai CLE,
but we have a lot of organizations (University, high school, college) that use Moodle :

It's not easy to promote Sakai CLE when :
* Moodle main website is in french : https://moodle.org/?lang=fr
* Moodle have a lot of users in France : https://moodle.org/sites/index.php?country=FR.
* Moodle have a big annual meeting, each year, in France : https://fr.wikipedia.org/wiki/Moodle#La_conf.C3.A9rence_francophone_annuelle_.28MoodleMoot.29

In France, several users in several organizations (University) try to improve Sakai CLE for their own use or for their users by translating, creating documentation, reporting bugs, creating patchs, etc....
