[Building Sakai] iframe label in Jira

Hi all,

A heads up. We believe (though it is not yet proven) that removing 
iFrames will solve a number of accessibility issues.

We have started to use the label "iframe" on Jira accessibility issues 
that may be related to iframe. This will help us track if these issues 
do indeed clear up with the move away from iFrames.
