[Building Sakai] ck edit file browser

Filebrowser by itself doesn't really do anything, right and we're already
using the same techniques described on that page (
http://docs.ckeditor.com/#!/guide/dev_file_browse_upload)

This dialog is still mostly based off of the legacy FCKEditor file browser,
but was significantly updated and changed for 10 to integrate file browsing
and entity selection.

The reason that we chose this file browser when we upgraded from FCKEditor
to CKEditor was because the only alternative was the commercial CKFinder,
which isn't an option.

I see a few other projects now like KCFinder (http://kcfinder.sunhater.com/)
and elFinder (https://github.com/Studio-42/elFinder) but any of those would
have to be modified to also include the entity picking capabilities now.
