[Building Sakai] PEBKAC - stupid Sakai trunk question

I believe it should be enabled by Javascript once you select a site or two.
 Any console errors while using Firebug?  What happens if you manually
enable the button using Firebug?

I'm not seeing any errors on my local trunk.
