[Building Sakai] PEBKAC - stupid Sakai trunk question

I'm sure I'm missing something obvious, but I can no longer create sites on my local sakai trunk instance. I've tried a fresh tomcat, the latest code from svn (svn update), and a clean compile of sakai (haven't yet wiped my maven repo). I've tried running with the default sakai.properties (i.e. no sakai.properties file), but still no joy. The "Continue" button is greyed out in "Worksite Setup".

Any ideas?
