[Building Sakai] CKEditor Version in Sakai 10

Hi,
     I noticed a file  (README-ckeditor-upgrade.txt) in reference module.
sakai-10.x/reference/library/src$ ls
README-ckeditor-upgrade.txt  webapp
  This file refers to versions of CKEditor around 3.5.x is this the 
present version being used in Sakai?  Or this file is leftover from the 
past and went unnoticed?
