[Building Sakai] Chat Portal issue or it is by design ?

It's pretty easy, and very useful to resolve bugs quickly.  You can 
start watching this video [1] that will guide you on the JIRA creation 
process. Also there is a document describing the steps  [2]. My 
recommendation here is that use this bug you found and try to report it 
on JIRA. Ask again if you don't know how to proceed in any of the steps.
