[Building Sakai] Chat Portal issue or it is by design ?

Some detailed steps for creating it are below. But you'll just hit create
issue under SAK project, fill in the title and description. Select
component "portal chat".

I can reproduce it and have an idea what might have caused it. I agree,
worth filing it as a jira.
