[Building Sakai] sub admin

how could i  create sub admin in sakai 2.9.3
and give this sub admin some privilege of the main admin like add user
without realm or work-site set
i try to do that but when i try to use user tool i got that i am do not
have  Permissions >>>  is there any way to make this??


and another question from the delegate access tool with hierarchy tool  can
i create a schools and classes  and courses >>> with make manager to each
specific  school that the manager to this school add courses and make  a
teacher response of this course?
