[Building Sakai] Samigo autoscore maxed out

Karen,

Yes all the incidents we had are all single selection questions. I was able
to pick those duplicates out by using the 'typeid' of the question. I was
not able to reproduce it, but one clue I have is that when we turned on
auto_submission last term, we got multiple incidents when students were
taking the quiz during the auto_submit job running. We disabled the job
since and thought the problem went away, but not really.
