[Building Sakai] Android Devices Won't Download Sakai Resources

I just tested this on a Samsung Galaxy S4 using nightly2. I am happy to test any other server if people want me to.
I used Chrome.

I tested a jpg, a zip and a file with no extension. All files downloaded fine, the blue progress bar and the download icon do finish. I received notifications for all three in my notifications panel. Some were unable to be opened by the phone, however.

I found all three files that were downloaded were listed in the Downloads app.
