[Building Sakai] Sakai 2.9.2 and later Web Content Tool

Cynthia - I am planning on moving it all back into 2-9-x and then letting folks know when it is all there.

Chuck Hedrick and Adrian Fish pointed out a better way to handle popups that bypass any popup blockers and I think that it is worth fixing this right before I push it all back to 2-9-x.

Since this was the first two weeks of class, I kind of am distracted being a faculty member (surprise) - but probably toward the end of next week I will get to catch my breath and first do the Hedrick/Fish fixes and then work with Sam/Anth to get 2-9-x ready to go.

When it is ready to test - I will defiantly do a shout-out to the dev list and be thankful for any testing that gets done.
