[Building Sakai] page order double click issue

This page order was re-written in 2.9 to use a different library

It uses an updated version of fluid which is also only in 2.9
https://jira.sakaiproject.org/browse/SAK-20371

It doesn't look like any of this was back ported to 2.8.
