[Building Sakai] Announcement email notification being sent to non-group members

Hello all,

We have seen an issue where an instructor sent an announcement out, with email notification, to a selected group in their course site (there is only one group created) and the announcement email was sent to several other users who are not enrolled in the site, let alone in the group.

Specs:
Sakai 2.8.2, from the tag
Announcements tool with no local customizations

Anyone have any insight into this? A JIRA search and local testing has been unfruitful.
