[Building Sakai] Assignment issues when switching submission types

Hi, Brian:

I think the simpler solution (maybe) it to show the proper submission
fields(inline and/or attachment) as specified in the current Assignment
definition. But if the existing submission object already has not-null
inline content or non-empty list of attachment, show those, too. Those are
only UI changes.

I like your suggestion of making an alert message to inform the instructor
of prior submissions when he is changing the submission type.
