[Building Sakai] Status IMS LIS support

Sakora was developed by Unicon teaming with Oracle.  Beyond that, I'm 
not aware of an LIS integration in Sakai.  LIS is a fairly complex 
specification, but there is no need to implement the whole thing, if you 
feel inspired.
