[Building Sakai] Sakai Schedule tool Subscriptions(export)

The private URLs feature isn't available in the core Sakai code yet. The
feature request tracking this issue is at:

https://jira.sakaiproject.org/browse/SAK-21497

There's hope it might make it into 2.10.
