[Building Sakai] Removing the old Sakai 2.8 skins and supporting templates from Sakai 10

Agreed. Surprise configurations are impossible for developers to discover and test. The "DHTML more sites" was a fun one that made ripples for years.

If we don't think people should use something and don't plan to maintain it, get rid of it.
